I need a code or vba marco to Excel VBA to insert & resize picture based on cell url

The original file is in CSV after downloading it from the CMS (Test_original.csv)

Column D has the Guest Sign URL

Now is must be like test_with SIgn.xls

Row width 42" and the sign image to resize to 20%
