Returning values that meet a user's criteria

My goal is to allow a user input a certain product number, date range, and state/zone/district (where customer is located). From this I am trying to have excel pull all the customer names that have not purchased the specified product in the specified date range. I have tried researching but have been unable to find any results that helped. Any ideas would be great! Thank you.

So based on the user input, they want to see any customer in the NA region, 021-1 district, North Zone, who has not purchased product 123 in 2 months.

My main end goal is to have excel auto populate a list with customer names that meet the criteria set by the user.
