need formula to lookup value through right len get result from sheet table

I want formula to get result from different sheet table , lookup through code values of right to match with sheet(rawdata of D:D to get description of B

actually its like reverse vlookup but lookup value is little complicate


In rawdata D= SWPID B=Accepting WIC, Senior Nutrition Vouchers, EBT and Credit Cards
In working sheet B= PID get result of Accepting WIC, Senior Nutrition Vouchers, EBT and Credit Cards
