Looper within looper

Hello and thanks in advance. I am trying to rebuild a looper I have a different way. Ignore the VBA code in the workbook currently because it is all changing. The File List tab is what I want to concentrate on. I want the template open a number of times (column A), I want the cells in B1 and C1 of the File List tab copied and pasted into he template tab called input cells c1 and c2. Then do a file save as close the new file then open the template again and move down to copy b2 and c2 and repeat over and over until it completes the full list. I have code to do the file save as. Just need help on the Loop within loop.
