Click on GO ADVANCED and then scroll down to Manage Attachments to open the upload window.
Posting code between tags makes your code much easier to read and copy for testing, it also maintains VBA formatting.
Being realistic, I wouldn't think so. I believe you can automate sending Skype messages, but I've never tried to do it. However, to send an email when you get Skype input implies you would have to monitor the Skype input stream ... and I'm not sure how you'd go about that. Even if you could do it, your Excel/VBA application would need to be running all the time.
Maybe Google: Excel VBA to monitor Skype and see what you get. The email part is the easy bit.

Not sure you want to be publishing your email address
but i don't know how I can link with the Skype API and how I can see if someone pinged me.

I have an idea, instead of doing this, because all of these unresponded messages are saved somehow to a conversation history, maybe i can forward what is in conversation history from Outlook to my email. This can be done via outlook macro?
