IntelliSense / Syntax popup - VBA writing

Kind of a silly question but how do I get the Intellisense menu to populate? or how do I figure out the consistency of it - i.e. if I run a macro and it errors, then I attempt to fix it by rewriting, it only sometimes pops up again.

simple ex.

Selection.PasteSpecial (xl - will pop up with available options like xlPasteValues, xlPasteValuesAndNumberFormats ...etc

but I can't figure out the consistency of when it does or when it doesn't

-I had this issue with SQL's intellisense although I was able to get around it by just using RedGate

Intellisense or AutoList are available when you declare a variable as an object. For example
