Code to recgonize non-numeric "Left"/start of cell in cells of dynamic column

I unfortunately have an un-changeable data source which pull data per the image below. My goal is to include within a current macro, code which will recognize all cells within a dynamic column (L) that have a single entry (i.e. do not begin with a numeric value) and add "1. " to the beginning of each. I've been playing around with this for a while and am stumped. Any suggestions?

*Basically I would like the code to automatically format any cells with the default value similar to that displayed in "Row 1" to be changed to the numeric format displayed in "Row 2".
