I have a very unique scenario, i want to highlight the row if Column X has same value, and Column Y has another unique same value.

Hi, welcome to the forum
I think you either uploaded the wrong file, or modified the file before the upload, because column X and Y are empty - did you mean D and J?

2. on the home tab, styles, select CF
3. select new rule, select use formula

Try this instead...
=SUMPRODUCT(--($D$17:$D$25=D17),--(RIGHT($J$17:$J$25,4)=RIGHT(J17,4)))>=2
this is working but not highlighting the row, only cells in Column A
Apologies again I left off the absoluting(getting late here)
