Evaluate formulas while using functions

Hi, I have this formula:

It is evaluating the counts in the array that is less than the value 5, but it is not subtracting the counts that is less than the number 3. I have tried to enclose the code in Application.Evaluate("..."), but does not solve the problem. Please help!
