Code to color all cell according to dates and cycle ON , OFF days works partially for ON

@LeoTaxi or any of the other fine gurus out there. The code I have is only coloring some of the ON cycle days. When I change C12 display week it is most pronounced. Sometimes especially at week 0 I find that it will not do it at all. I am in need to move to a new display week regularly and print and review a month's worth of this data with boss an coworkers for understanding staffing levels so I need the entire on cycles colored so that I can put in the 1s and get totals for ratios on top and totals for crews at the bottom. I do not know why it is not consistent. I would appreciate if someone has knowledge to troubleshoot this code that was generously built for me since my need was beyond my current capabilities.
