    Allocate a quantity across a grid based on column/row percentages

    I am trying to set up a sheet that works like attached

    it has % on the sides (pink) - the products of these %'s are used to determine what is the best location to spend money within the grid.

    I was imagining a loop that allocated to each square if it was the current maximum.
    The amount to allocate is the product of the quantity and the value (green)
    the end result should be as close as possible to the target (here in yellow) or of course if it runs out of squares.

    I can probably put this together in time but I get the feeling what I started on was doing it much harder and less efficiently (and less elegantly and generically) than it needs to be, so someone else's input may help. Maybe there is even some way to get to the same result I am missing.

    Any suggestions on the best way to handle it?
