dispatch cell for all combination

Dears,

I would need support in the attached example.
I have 4 columns and I need to have one line per combination possible. Column 1 keep the same for all combinations possible.
Unfortunately I'm not Excel expert and cannot pass too much time by trying to start from scratch to understand VBA.
maybe one day when people will let me work in a non rush mode... :/
