Setting up different passwords for different rows

Dear all friends,
I want to create password for any row in excel file. For example, in attached file, one password for yellow rows, other password for blue rows.
One more question is how to create a function for red cells in the attached file that the imported number is in range 10-100. When importing a number that is not in this range, a box is appeared to notice to user.

I do not see yellow rows or blue rows in the attachment.

Also, what do you mean by password? Do you want that people with one password see only blue rows and that people with the other password see only yellow rows?

Which cells do you want to check for imported range 10-100?
