Run macro based on cell value - keep getting error

Trying to work on a project that I thought would be easy but it is driving me crazy. Please help

I would like to execute a macro if the value in cell F3 is = to 1

This is the formula in cell F3 "=IF(D3>A3,0,1)"

I have the below code on a sheet and when I test it I get a runtime error '28' out of stack space
