Add number based on value in two cells

Initially, someone was able to help me create a macro to insert a sequential value based on two cells. Now that I've put the macro into a real world scenario, it's putting a zero first, which throws of the numbering, when the value should revert back to 1. My attached excel sheet should help explain this better. Please take a look at the macro too. Thank you.

Sorry for the late response. This worked well. The only problem I'm having is it's deleting the formula I have in each cell and leaving just the value, causing me to re-enter the formula again. Is there a way to stop this from occuring? Thanks again.
