Macro enabled workbook opening unintended windows on button click

I have a macro-enabled workbook and within the workbook, We have a "load setup" button that points to a .ConfigSetup file that we created. However, when we hit load setup it opens a window that looks like a navigation window of some kind but, older. it also doesn't display the file that we intend to see. We can go back before the workbook was open and see the file is there, but for some reason this type of window can't see it. Our present workaround is to type in the file name without the extension, and then type in .ConfigSetup manually which loads it fine.

Is this a windows version, office version, file extension issue, or something else?
