Why isn't EnableEvents Flag set?

Why doesn't this code work?

When this code is run the first time, Application.EnableEvents is "False". So why isn't it set to "TRUE" by the first statement?
If I "display" the events flag after the assignment statement, it shows FALSE.

When I run this code a second time,the EnableEvents Flag is set to TRUE.

The problem I'm having is that when this subroutine "Reset_Selection_Flag" runs,
it does NOT reset the EnableEvents Flag to TRUE.
Sometimes it works if I run it twice in a row.
