Macro for automatically inserting a new row and updating value based on condition

I have a attached an excel spreadsheet with my required modification with the help of MACRO.

To summarize, a MACRO needs to be developed to update the Ship Qty. = Quantity if there are duplicate label mentioned against a particular row AND if the Bal Qty. is not equal to 0, a new line to be inserted AND the Bal Qty. (Column I) should be appearing in the Quantity (Column G)
