Copy and paste all rows of merged cells

I didn't use any vba to do this, i've used IF, Iferror formulas. Please check the attached excel for more clarity.

Please be informed that in my actual file, I have merged cells and I should display it as is. My actual file has the same format with the one that I've attached earlier. It only differs on the data.
