Parse Data From One Row To Many Rows

I have a spreadsheeet where each ID is contained on one row. I need the data manipulated so that each row only contains ONE id and one item.

Attached is a workbook showing current format and desired format. How can this be achieved using VBA?

Your out put in row 1 appears to be wrong. Try the attached.
