It feels as if this is more of a math question than an Excel question and I believe that the answer is 3^7 combinations.
The attached spreadsheet has no formulas but shows my reasoning, based on number of combinations through three groups of three.
Let us know if you have any questions, or if my interpretation of the question is incorrect.
