You can not format individual items within the axis labelling.
You can fake the axis in order to give you more control.

Thank you Andy, alas I'm not sure this will work for me, I build the charts programatically and I'm not sure having a block of code to define every possible outcome to set up a new series is practical. Thank you again for your help.
The example used a formula based approach. You can do it with code if required. Just add 1 extra series and then format each data label as required based on whatever logic you are using.
