Format of copied picture from Excel to Word Header

Hello Everyone please help
I am struggling with same part over and over again and cant resolve,
I copy and paste picture from excel into header of new word doc but its inline and whatever I try I could not make it Behind Or In front of text, please if anyone knows how to deal with this . help me. Pasting whole code but last lines are about shape paste
