how to insert empty rows based on column B cell values and paste above values with macro?

hi to all
good evening

i have data from column A to D and i want to insert empty rows based on column B values and would like to paste above values in empty rows.

DATA I HAVE
A 2 R Q
B 3 S V
C 4 T J
D 5 U O

i would like to have results like this
RESULTS I WOULD LIKE TO HAVE

i tried wit macro i can able to insert empty rows but unable to paste or repeat the above cell values in created empty rows. can any one help me with macro to achieve my desired results.
any help in this regard is highly appreciated and thanks in advance
