IN T16 there is O/S AND IN L16 THERE IS A DATE

what i want is
IF IN L16 DATE IS TODAYS DATE OR 1ST UPCOMING DATE AND IN T16 THERE IS O/S THEN L16 SHOULD BLINK with Orange colour
and IF DATE IS POST DATED AND T16 IS O/S THEN L16 SHOULD BLINK WITH Dark Red Colour

is this possible
if not make it simple

There are no dates in column L.
Column L clearly states in the image (and spreadsheet) it is a column of Cheque numbers not dates.
L16 contains the word PENDING

Do you mean column M ?
