This is due to virtual memory.
Step One
Save and close ALL open applications and documents.
Step Two
clean out your Temp folder by clicking on the START button, then type %TEMP% in the search field. remember to pres the Enter key
Usually you could delete everything in this folder; however, there are time when files will not delete and this is due to programs that did not close properly.
Check Task Manager (I prefer using Sysinternals Process Explorer) to see if there are any apps that are still hanging around even though they're suppose to be closed.
Step Three
Next, Clean out the Recycle Bin
No need to restart the computer. Check if the file opens now.
i found the solution
before opening the file
right click on it then choose properties
then check "unblock"
