freeze Lock Down Progress Percentage once the date is changed

Dear Sir,

I want to apply a lockin /freeze formula to lock the values for a date and next values against other date so that i can display progress . I have only single source from where i am getting this percentage so it is getting same for all dates .

Let me repeat what I think you are asking.
You want to Lock your dates in column B, and probably want to lock down all other columns as well with the exception of columns C and D, where the user would provide updates on their progress.

If this is true, the set the cells in C and D to UNLOCKED and then PROTECT the worksheet or workbook and updates can only occur within the unlocked cells.

If this correct and you just don't know how to unlock cells and/or protect the sheet?

if you right click on a cell or range of cells and select Format Cells, then under the protection tab uncheck the Locked box if you want to allow updates in locked mode... otherwise Locked will not allow any changes when protection is enabled.

Protection is within the Review tab and you just Protect the Sheet or the Workbook.
