Need help to prime time vacation bids

I need help
We have 200 employees who can pick their vacation time for three weeks
Rules :employee can pick entire week not individual day
2. EMPLOYEES BID the weeks and Employees grant the vacation by seniority
3 every employee can select 8 week in priority selection wise
4. If senior emoployee want to cancel approved vacation then that week will be granted to next exmployee in lower seniority if that employee requested before and was denied

Please help me to revolve this issue in excel VBA

How many weeks of the eight can a employee receive. If an employee has seniority, do they get all the weeks they selected or only number 1 pick. Please explain full criteria for awarding weeks.
