Vlookup type formula to retrieve preceeding matched value

Hi

I would like a formula (sitting in column G) to look in a column (F currently) to find the immediately preceding text value "MIN!" and then look up the corresponding date in that row from column B.
I tried using Vlookup but get odd results. I suspec tI might need to use something different to do this?

I have attached an excel sheet with data and explanation.
