Finding specific value in each column related to this value. Help needed.

Hello I have the following task and do not know how to solve it:

There will be a table lets say 20 columns and 10000 rows of random numbers. The size of the table should be to define (the search range). The first row is the reference row it means we will search those numbers in the table but in such a way that if lets say in column D in cell D1 is the value i.e. 23 than we search for all 23 values but only within the column D (not the entire table). When we find the 23 in this column D we will check the value one row above and return it in output table. So if in D1 is 23 and next 23 value found in column D is in the cell D55 than we will take value from D54 and put it in the output table. We need to collect all values as described from all columns.
Example below is the excel with the input table as example from the left and output table on the right.
