Way to have floating ListBox on sheet?

So conceptually this is what I want. I have a sheet on excel with a bunch of data. Then, I want to have a dropdown menu, and depending on what is selected in the drop down menu, the data on the excel sheet changes. I want this drop down menu to be floating over the sheet so it's easy for the user to just switch data in the sheet. Think of it as a floating menu.

• Now, I know I can create a list within a cell in excel but the issue with that is the sheet is huge. I don't want the user to constantly scroll back to find the cell with the list drop down. User could be looking at cell AA500, and if the menu is Cell A1, well, you have to always scroll back to A1, then scroll back to cell AA500, to return to what you were looking at.
• I also know that you can create a listbox within form control, but the issue is, when you use that form control, you can't maneuver in the sheet anymore. And the form control is the only thing you can click on. So to change the data, you always have to run a macro, to open the list box. Which is repetitive and takes a lot of work for the user.

What I would like is a floating box (like form control) so that it's always visible, you can move it around, but, you can still navigate within the sheet itself and click on cells. The last thing I can think of is to create a custom ribbon, but I don't have access to that at work - unless Excel 2017 gives you a way to edit it.
