Make a TextBox look like a Label

I want to make a TextBox look like a Label because reasons.

At the same time, I want to keep its scrollbars usable. Doable?

I tried online searches but my filter bubble keeps showing me results for making a Label look like a TextBox - not what I am looking for!

Set its back colour to transparent, border to none and special effect to flat.
