how to convert list-based format to matrix-based format

the two files i've added contain the same information,
These two file are small just as an example
the real thing is times 10 to times 100 bigger

the data exists about cable information, which is in a duct, or a tube or some other place;

the list-based xls-file has a block of info for each cable in a specific place

The data in the two file is the same, only the matrix-model is more compressed and has been sorted (on column E)

the matrix-based xls-file has a list of al cables with their properties and to the right for each place ther is a column, which has a number, and each number has a way of placement.
the name and properties are unique, but in the list-based model typo's can easily be overlooked, in matrix-model the typo's stand out more

Column A from the list file is transformed to row 3 in the matrix file,
and for each cable that is present in that block (cadre nr) the corresponding cell is filled with the value of column H from the list-file

normally in the cells onward of column K (matrix-file) the value should be the same, (again here easy to spot typo's)

this matrix-fils is easy to change and overview, and therefor i would like to generate this

so i would like to make a program to generate a matrix-file starting from a list-file

and in addition also make a program to generate the other way.
