Trying to get the difference between two dates in years

Hi I am using the DATEDIFF function to try to return a value that would show the years between two dates in years.
I have two dates, one formatted as "12/31/2018" and the other formatted as "20020823". I am having trouble using these together in the date diff function.
I am hoping the function can return a value like 16.3 or something close to that.

I am relatively new to excel and vba so if anyone has any tips or advice on how to do this, I would really appreciate it.

Do you want VBA or will a formula do? What exactly would 16.3 represent? Is this meant to be a true decimal, or is the .3 exactly three months?

I need the code in vba as it is part of another macro I am working on.
The 16.3 is the difference in years between 08/23/2018 and 12/31/2018.
The exact value is something closer to 16.3534 but I just approximated for the sake of simplicity. However I do need a decimal value for my code.
My main problem is formatting as one date is saved as "20020823" and the other is "12/31/2018".
