Copy and Paste Conditionally formatted rows

Howdy all,

On the "Consolidated CAT" sheet of the attached workbook, there are rows in the table conditionally formatted to show up gray and red text. I need to copy the values (there are formulas in my full sheet) and the formatting of each of those rows and paste them on the "Exclusions" sheet, starting in A2 and skipping blank rows.

THEN I need all of the rest of the rows and paste them into the "Universe" sheet starting in B2. As they paste, each row should be numbered in A:A.

FINALLY, I need all of the data on "Consolidated FAB" to copy over to the "Universe" sheet starting in the row immediately after the end of the "Consolidated CAT" data (numbering as above), AND the numbers in D:E on the "Consolidated FAB" need to copy into H:I on the "Universe".
