VBA Task allocation macro

Hey,

I've been trying to make a macro to automatically allocate tasks to employees taking a condition into account which is that a task cannot be allocated if it is within 20 minutes of the previous task of the employee. The list of tasks also needs to be able to have more tasks added or removed without having to change the code.
Example:
20 tasks for 5 employees
Task 1 to Employee 1, task 2 to Employee 2 etc until task 5 then task 6 gets placed with employee 1 as long as its not within 20 minutes of task 1.
I've attached a workbook with what I've come up with so far but I haven't had any success in running it yet. If anyone could take a look at it and let me know where I went wrong that'd be fantastic.
