I would like to know if I can have a row or column with data and concatenate like this. The cells would be determined by selection instead of relative/absolute location.
Before
A B C 1 John A. Smith
After
A B C 1 John A. Smith

You said "row or column" so I have given you two macro... one if your selection contains rows of ranges that are to be joined across (like your single example shows) and another if your selection contains columns of ranges that are to be joined down instead.

Using the JoinDown, I ran into an issue where it is deleting the first character of the next line and replacing it with a space. The top table is the before, and the second is after I run JoinDown.
