Highlight and insert row error

I'm trying to highlight and rows with empty cells in column A and insert them to the top of the sheet. This is part of a larger macros. I've had so much trouble with this since I have codes that does what I want it to do independently but does something else when I put it into the larger module.

It has to be part of the larger module and I cannot use conditional formatting as this is something very specific to our operations in our lab and my boss says so. He won't have it any other way.

I've attached an example file with details of how it should look vs how it actually looks. Can someone please help me out with this? Thank you.
