Workbook opens with macros enabled despite being disabled in settings

Can we assume you once opened the wb saying it is a trusted wb?
So when you opened it the next time, asking you to enable macros will be ignored.

Try checking the advanced options within Trust Center to see if you or somebody else has set up any Trusted Locations. If the workbooks are stored in a trusted location then they will open without the macro prompt.
