Dynamic List from Results of Drop Down

I am new to the forum and apologize if this has been asked already. Looked all over youtube and google and couldn't find what I was looking for so I might not be asking the correct way.

So what I am trying to do is make a script for some equipment I work on. The box has 22 slots that can house 10 different cards and depending on the card the script will change.

I want to have a beginning spot for the start of the script, but use the same starting spot even if there is no card in slot 1.

Example: If Slot 1 has card "a" and uses command 1, command 2 and command 3
Slot 2 Is empty
Slot 3 has card "b" and uses command 9, command 10 and command 12.

Result Script on different sheet:

Command 1
Command 2
Command 3
Command 9
Command 10
Command 12

If there was a card in slot 2 and not in slot 1, the script will start in the same spot and be continuous and may have 5 more lines of code.

I have tried working it as an array and as a table but cannot get the next populated slot to start and the next blank cell.

This is probably really confusing and I apologize in advance. This is probably why I can not find anything on youtube or google.

Aslo, if there is a way to do it, should it be done with Excel formula or vba? Or Python?
