move one particular file up to the parent folder

Need your help as struggling with what I thought would be a really simple task!!!

In a folder (lets say C:\Users\kevin\Documents\Attachments) there is a subfolder who's name could be absolutely anything.

This folder contains multiple files.

All i need is for the file called test.txt which is in the subfolder to be moved up to the parent folder. e.g move test.txt from C:\Users\kevin\Documents\Attachments\ cheeseburger, so that test.txt is now in C:\Users\kevin\Documents\Attachments irrespective of what the subfolder is called.
