Random Generator with multiple parameters

I'm working on a project management tool to select a group of people based on a provided ranking (attributes). I'm looking for random results with the maximum attribute factor being 70, and a possible option to request a person be more selected within the results (desirability %). There is a possibility of the max attribute changing and is referenced in Cell G1. Looking to have the random sample of information from the list of eligible employees columns A-D and display the list based on position in columns I through R.

I am okay with VBA, but haven't dabbled in any random generation and any help would be appreciated. I know enough to be dangerous, but I couldn't find any code where I could start something. I have attached a sample workbook to work with.

This is useful, and I may be able to use it with something else I am working on. I don't see a section within the document where I would be able to add parameters. Any thoughts?
