Listbox selection bug

It's not random. If you click on a cell that is where the listbox will appear when the userform is shown, the second click of the double click is applied to the listbox selection. That does seem like a bug. The listbox should be shown after the double click occurs and the double-click already processed.

The workaround is to find a different way to activate the form. Either restriction the double-click action to cells that are out of the way, or place a button on the sheet to activate the form.
