How to correct - error 75 path file access error

I am getting this Error 75 while using the below IsFileOpen function I had found on one of the forums.
I was not getting this error earlier. Can't figure out what is triggering this error now.
Request expert advise on how to handle it.

What does the object Me.tbDataFilePath actually contain?

Me.tbDataFilePath conatins the full file name (including the path and the file extension).
