Horizontal spanning data to vertical

I have an excel sheet that has weekly employee time cards spanning horizontally. The "Pay Type" (straight time, overtime, etc.) can vary per week and the # of employees working that week can also vary. I tried to draft up an example of the data I am trying to work with and the final result I am aiming for (attached).

I usually do data clean up using formulas but there are timecards going all the way until column QX on the original data and I have multiple workbooks to clean up in a similar fashion. Can someone please help me in writing a code that can accomplish this? If there is an easier way to do this with formulas, please let me know if I am missing something
