why My VBA code just does not work

I am new to VBA for outlook, as I want to automate the process of when I send out an appointment, the "send" event would trigger's my code to do something else. I wrote the simple code as follows, but it just does not work as I thought,
I keep getting errors "procedure declaration does not match description of event or procedure having the same name". could anyone help me with this? what is the problem
