Need Help with Running a Macro on Protected Sheets

I thought I was done with my project, everything was working great until and then I ran into a problem after I protected some cells. It will no longer allow me to run my Macro due to a Run-Time Error.
This is the Macro I'm running to Update and Clear portions of the sheet. I've included a copy of the sheet. I also have a link to put in Sheet 1 Cell B16 from a Master Sheet that will link to 70 plus workbooks so that I can change the date for the beginning of the next year without having to modify every sheet.

I tried adding this code to it to correct it but I am still getting a run time error what am I doing wrong?
