Change Coding in Order to Create a Macro

I am modifying the TimeSheets for the Fire Department I work for. I have created a Master Copy and will link the Start of Pay Period for the first of the year so that it changes the value through all 73 sheets. I had the code below set up but it requires that I double click on the cell with the link in it in order to activate the code and that defeats the purpose. What do I need to do to create a Macro out of this that removes the B16 reference so that each employee can use a key stroke command to fulfill the command or just fix the issue of everything not automatically updating without the extra steps?
