Reiterating xlookup in multiple sheets

Hi everyone. An excel workbook is attached. I am looking for an efficient way to complete the columns in Sheet1. My current solution is to use xlookup in each sheet (2016 - 2020) for each country as shown in Sheet1. However it would take too much time to adjust the formula when I want to get every country in every year. Is there a good way to use vba? Thank you very much for looking into this.
