Suddenly VBA to run ftp command not work.

Dear Experts,

For 5 months, I use to run this VBA without fail :

where the ftp.txt is like this :

Until two days ago, suddenly the cmd window show error:
425 Could not open data connection to port XXXXX: Connection refused

as shown in the image below:

The result, in the file manager of my cpanel, DarmaPangan.csv has zero byte.

But the strange thing, if I :
1. open the cmd window
2. call the ftp.exe
3. type in the cmd windows line by line (the same line in ftp.txt)
it can connect to the port then upload the file. As seen in the image below:

My question :
What is the cause the error which happen suddenly like that ?
Is there a way which I should change the VBA line in order it can connect to the port ?

Any kind of help would be greatly appreciated.

I would suggest using the full path for cd. e.g.
cd /pub/darmapangan
